Several representatives of the Eionet - NRC Spatial Analysis are working together to support the discussion for the development of
a new European land monitoring programme.
The need to kick-off this working group arose from the discussions at European level on the GMES LMCS and how this GMES initiative
fits into already existing national land monitoring programmes.
The use of the improved technologies, product development at a smaller mapping unit, the compatibility of the new developments
with the existing ones, the type of procurement (centralised vs. decentralised), the type of model
(hierarchical or object oriented) or the useful information that could be incorporated into the model
(such as the high resolution layers) are some of the items being discussed in the meetings held by this expert group.
Activities being carried out
Long term perspective
Development of a proposal for data model for a new European land monitoring programme
Participation in the specification and validation of the High Resolution Layers (HRL) proposed by EEA and GMES Bureau
Test the suitability of the model and comparability with other land cover classification systems (e.g. FAO LCCS)
Compilation of:
Existing generalisation methods to derive current CLC
Attributes to describe fundamental classes (to populate CLC polygons with fundamental classes)
Assessment of the variability of CLC classes among the different countries and check how CLC is implemented in the different countries
Test the application of the model developed into the existing data sources (to ensure traceability, compatibility and comparability, harmonisation, etc.)
Support the Inspire Thematic Working Group (TWG) on land cover and land use
Short term perspective
Agreement on how to continue with the next CLC (2011 - 2012)
Develop recommendations for GIO
